OGV files are Ogg metafiles, which are open-source, with videos in them maintained by Xiph.Org. They have video streams that can use multiple codecs, like Theora, Dirac, or Daala. Several media apps, like VLC Player, can play OGV video files.

Developers use OGV files to play video content on web pages. They use the HTML5 <video> tag. Even if the files have videos, they mention them with the ".ogg" extension in the source code.
Xiph.Org develops the OGV file type. They also present the DirectShow codec pack. Using it, app developers can provide support for OGV files, either open-source or commercial apps.
NOTE: Audio files with Ogg meta tags are known as Ogg Vorbis files. Vorbis is a term for a particular compression algorithm that is used for audio data only. The term"Vorbis" does not apply to Ogg video stream files.
